GUYS I WILL EXPLAIN

kakashi is doing this thing in order to sacrifice his own life to save everyone and prevent a 4th ninja war from happening. Naruto/Sakura and sai are trying to chase kakashi and bring him back. But everyone else is trying to stop them. Including gaara. Thats why he was fighting garra as gaara was trying to prevent naruto from saving kakashi.

@xSasuNaruAmutox Gaara is esentially weaker than he used to be. Especially defensively, his automatic sand defense is now "manual now" and it consumes his personal chakra. Naruto is easily better than him just by having the fox within him, without shikaku within gaara, his levels are now within the beatable range.

I read in a forum that Kakashi is pretending to give his sharingan to Hiruko but Naruto doesn't know this (the only ones who know are Tsunade, Jiraya, Kakashi and Gaara... maybe Shikamaru) so Gaara is trying to stop Naruto from interfering with the plan. Naruto battles him and almost hits with the rasengan but stops and simply punchs his face and then leaves silently.

The fox doesn't necessarily mean anything, though- Naruto can control the fox, so in a way, he does fight less aggressively than Gaara ever did. Simply because Shukaku was a creepy, psychotic, obese tanuki that never let Gaara take a minute to catch his breath and stop killing random people.
