i heard aaron delong stole this effect from another magician...is that true? apparently it wouldn't be the first time if so....

I would guess that the blank deck shown faceup at the end of the effect is not examinable. In the original "Blizzard", the blank deck shown at the end could be freely handled and shown. I think the original "Blizzard" is better because of this.
