I'm not entirely sure but i believe this is 8 Trigrams Rotation but slowed down?

Otherwise that one kick he did can't make it 128 palms?

If not, why doesn't he use this move anymore? Is it because he has to stay in one place for so long, he become a target for a jutsu he can't repel? In 64 mode he can move about, 128 as you can see make him idle. Maybe he has no need for this jutsu just yet cause he has never really been in this situation again (as far as we know).
