I like the High quality texture packs -realistic or toony- but cel shaded doesn't mean flat color. It has to do with the actual light and shadow. A game mechanic.

I don't get why everyone calls these "cel shaded."

Well, I don't think they do it because they found OoT's graphics as being 'not good enough', but more to see what they can do to spice it up.
