You're little device is quite cool, unfortunately you are just charging your cards with static charges, it would work the same if you take your cards and use a wool jumper to charge them.
Wan der Waals forces to not involve electricity, they are simply forces indiced by local fluctuations of electrons in a solid generating temporary dipole-dipole forces.
