Why did the 'Western forces' wage war in Afghanistan in the first place?

As I remember it, it was something to do with 911 "hand him over" (talking about OBL) & then it was "we'll smoke him out"!

Now its a war with the 'locals' not El Kidda & now we're fighting 'Taliban' (which means anyone they conscript from local tribes whether they want to be conscripted or not) & there's no search for OBL & no 'endgame' in place.
