Good question! It is quite hard to paint over thick applications of dried paint. So if you scrape the dried paint so it is flat again you can oil up the canvas (apply a layer of medium like g-gel) and paint as if you are painting wet-into-wet, or like painting into wet paint. I'm not religious, but I got it figured out that evolution creates a god of some kind then in turn that god creates evolution and thus the wheel goes. An example is Rembrandt.
