This is so cute and looks very easy. How long are the ribbon strips you cut? I'm new to sewing for my new grand-daughter and want to make some of these. Hope it is as easy as you make it look!

@smithfamily1950 it was easy. I was fairly new to sewing as well. I can't remember how long the ribbon was though...sorry :( maybe watch the video that I learnt this from. This is just a video response.

what is the elastic for?

It's for the neckline. You sew the ribbon to each end and thread through the casing. Sew the ends day. It's a snugger fit than just using ribbon on it's own.
