Isn't she really supposed to be some Goddess of the Sea who was in human form, and then, she somehow lost the chance to transform back into Goddess form and was stuck as a human, up until this point in the movie, where she then somehow got her powers back and started reverting back to her "true" form, which is what this is supposed to be?

Yeah, kind of. The first brethren court captured the sea goddes Calypso and bound her to human form, and in At World's End they intend on releasing her and she can only be released via the nine pieces of eight. :]

This movie sucked. Everybody kept switching sides every two seconds and made no sense at all. I don't think it was the writer's fault entirely. For Pirates 2 & 3 they were only given a couple of weeks to write the script. I think remember hearing in Pirates 2 that they even began shooting scenes before the script was complete.
