@runescapechode - Both the weapons, yes, but you cannot have that combination of relics + weapons on anyone but Locke, since Merit Badge takes up a relic slot. The other option is having 2 Atma Weapons which is only available in the GBA version, unless you count having it for a whopping 1/2 of the final boss battle.
I could always remember getting 2 atma weapons every time I played Final Fantasy 3. By the time I entered the world of ruin I would have 2. It always felt kinda odd to have 2 of what was considered the ultimate weapon in the game.

According to what I had read, Tyranosaur only has a little under 13K HP (12770 on the Monster Statistics doc on GameFaqs), if what you said was true, you should have been able to one shot him with Ultima. Your total damage (what could be visually calculated anyway), came to 12732. I'll admit that there was obviously overflow, but nowhere near the 65K that you claim.
@SonJazrin The overflow isn't just a graphic error, the game really registered Celes' damage as 550. It hits the cap and then just starts back at 0 and then whatever is left is the damage. So this is actually quite correct, 550+ those two spells is close the 12770 health that the tyranosaur has. I think your confusion was that you thought the damage was still 65k and only was shown as 550 when it really only took away 550 hit points.
You see if your lvl 99 almost everything does 9999 SO actually. If your equip elemental weponds u will hit that 9999 8 times + a chance of hitting another 8 times on elemental damage :).
@RobertOwnsYou - You clearly don't know how genji glove or offering operate. Both severely decrease the power of your weapon. Go ahead, throw on offering + genji glove and use dual pearl lances. The only reason this works is because valiant knife and atma weapon are both armor piercing weapons and get huge power increases from health increase/decreases. So yes, true.
Furthermore, why would you want to use elemental weapons when there's a chance of enemies resisting/absorbing the damage?
Or you could've stolen the other Atma Weapon from Rest so you can have the entirety of the damage be dependent on how high his HP is, rather than how even it is.
@xxduckiesgomoo - I did this on the SNES, so I'd only be able to use that weapon combo in the last two stages on the final boss fight. The GBA version is a totally different story, and I'd agree that double Atma Weapon (or even double Valiant Knife) would be more consistent and reliable in terms of damage.
@Makkushimu - I think it's a remix of "For Lovers, not Fighters" (or something like that) - a touhou song. I have no idea who the particular artist is, as its garbled symbols on my mp3 player since it doesn't support Japanese symbols, and I'd have to boot up my old computer to get the original song XD sorry!! I hope what little info I left points you in the right direction.
Magic block is increased through certain pieces of equipment. Some high magic block armors/weapons include the Illumina, Ragnarok, Force Shield, Tortoise Shield, Force Armor, Minerva and Magus Robes (to name a few). Some relics such as the Zephyr Cape also provide some magic block. Hope that helps!

Paladin Shield, Tortoise Shield and Force Shield are all higher. Don't forget you have weapons, helmets, armor and relics that all have mblock as well.

It's in the Sealed Cave, right before you let the espers out (when Terra attempts to communicate with them). It's in the area right after the really long staircase, and it's in a (semi-hidden) room in the middle-ish.
If you're playing the GBA version you can steal it from the third tier in the final boss fight (I think the floating angel head has it). It's in the SNES version, too, but you can only use it for a whopping half a boss fight.

Magic block is increased through certain pieces of equipment. Some high magic block armors/weapons include the Illumina, Ragnarok, Force Shield, Tortoise Shield, Force Armor, Minerva and Magus Robes (to name a few). Some relics such as the Zephyr Cape also provide some magic block. Hope that helps!

Your stats can only reach I believe 127/128 Mpwr, so the only way you can reach 140 magic is via equipment.
And even then, only Ultima is powerful enough to be affected. :)
