Remy is as weak as Gouki/Akuma. They have low stun bars, and they get a lot of damage taken off them. They have many good combos though. If Gouki wasn't weak in defense, he'd be the cheapest character and the top tier of SFIII: 3rd Strike.

Besides, 6th best in the game doesn't mean much. That puts him in mid tier. It means he's 6/19th in the game, which isn't a great statistic. And he still has bad matchups against certain characters, whether they're low tier or not.
