i realize someone already asked this and got a thumbs down but seriously, couldn't that be buckethead talking? if you listen to his talking interview from Young Buckethead this could be the same voice, only that voice was a bit extorted and altered to sound more goofy..

also the little laughs behind the camera sound very similar to his muffled up radio interview laugh AND the young buckethead interview.. it's like this short giggle..
