No they don't have any regional optouts. There were some experiments carried out in the 1970s and also with Nationwide in 1999/2000 but there were problems with VHF transmitters and cable networks carrying the wrong region. VHF always carried the Dublin feed while Chorus cable always carried the Galway feed. So it didn't last long.
Nationwide is based as a studio in Cork,maybe they do not have room in Dublin,for idents before nation wide they should have a proper 20 second ident saying RTE CORK
