To understand it fully, one must have read ALL RELEVANT texts and formed an opinion which is harmonious to them all. eg. The man is either married or betrothed (promised) OR the woman is either married or betrothed - then this condition is true. This is why He later says if your eye offends you then better pluck it out & enter into eternal life with one eye, rather than eternal death with two eyes.
Christs messages slowly build an awareness of our Spiritual being. Of course flesh doesnt enter eternal life, we are transformed into Spiritual beings so a person will have two eyes in eternal life even if an eye of flesh is ruined. But His messages when read coherently allow us to discern the differences between our flesh & our spirit. He is trying to get us to realize that its our thoughts which really form the basis of real change, because our thoughts are formed by our spirit.
In essence, if neither man nor woman are married or "promised" to someone else, they may look at each other with lust and not being commiting any "sin" in their hearts. That lust may (or may not) then lead to masturbation and again, neither party has done anything wrong.

In regard to morality, there is no concrete "standard" by which to live. Basic morality (not hurting others, not stealing, etc.) has an evolutionary advantage (which I'm sure is meaningless to you), but for the most part, yes, we accept what society deems as acceptable.

It's funny that Christians think they can derive very specific moral obligations or principles from the bible. It's not like that. The Bible is notoriously ambiguous and vague. Different people will have very different readings of the Bible. The Biblical authors probably didn't intend to show people how to live, though. I had full, devout faith in God and sought the evidence that would justify my position to others - including atheists. It's funny that Christians think they can derive very specific moral obligations or principles from the bible. It's not like that. The Bible is notoriously ambiguous and vague. Different people will have very different readings of the Bible. The Biblical authors probably didn't intend to show people how to live, though. If they had they would have made it very clear whether or not they thought masturbation was a sin, for example.
