It may have rolled around in something extremely filthy, they may have fleas... a cat that small probably doesn't know how to clean itself properly since it normally would have its mother clean it. If the mother isn't around, the owner has to do it.

@ShiShidbZk989 I bathe my cats atleast once every couple of weeks. It doesnt hurt them. And its not abuse. Most cats are scared of it thats why. But you can get rid of the fear. and actually giving them a bath helps get the stuff that licking cant get
