Is it just me or do the enemies never do anything beyond scratch damage?

The enemies will only do scratch damage UNTIL you reach zero bezels... or IS's... (expended by either doing 'Hero Actions' or getting your HP to 0 of scratch damage)... then everyone has their stats nuked (fire rate especially), you all get direct damage, and game over if anyone dies. Overall you lose bezels, you lose the battle. (I recovered once, I was happy XD)
