Here's a crazy idea. That villager said they don't have enough food to sell in La Paz because they have 5 or 6 children. There is also worry that with the glacier melt there will not be enough water for the population.
Have 2 kids instead of 5 or 6. You'll cut the water-using population by 60% and do your bit for overpopulation to boot-- plus you can make some extra money selling crops in the capital.
