@CalPal101 No it is not, Mr. Marley was deceased by this time as he was murdered in 1981 and this appears to be from 1982. Also this is a group called 'Mighty Diamonds', not 'The Wailers', and the young man singing the majority of this is Tabby (Donald Shaw) if I am not mistaken.
