To make your bird step up, put your index finger in front of his legs and your third finger behind them which you will lift up to tip him forward.

Thanks, yeah that didn't work either but over time she finally learned. I just elevated my finger I wanted her to step up on. Thank you for your suggestion though very much appreciated it.
