@gtagametv Darkel was in the gta 3 game but before that came 9/11 so is darkel thake off the game because darkel was a terrorist there is still a mod for darkel and if you go to the harbour tunnel you can see a hobo that looks like darkel and people say that that the please was where darkel's misson where

Darkel was an in game character that Rockstar decided to remove from GTA 3 because of the nature of his missions. He was a terrorist that would have you kill innocent people, blow up cars ect, ect. They did this because of the 9/11 bombings.

As far as finding him goes, you can't. They removed him from the game completely, although his texture file is still locked in the games data-files. He used to be found in the tunnel populated by 4 homeless men.

apparently,another of darkels missions was to fly a plane into a building. the main reason for removing him,and changing a lot of the stuff in gta III was because of 9/11.
