Growing breast and getting your period happens at the same time. The girl finally gets those bumps as laura put it but she also has to deal with that monthly pain. One good and one bad. :(
Some girls' breast remain small even after the onset of their monthly period. Small breasts are no indication that a girl has/has not started her period.
I think she would have been way too young to get married at this age. I would never allow my child to mary at 13 1/2 years old. I wonder why Charles would have allowed Mary to wed, but wanted Laura to wait until she was 18?

Mary was too young to get married anyway she's still flat chested for goodness sake. Obviously not biologically ready to create children. Why was Charles so ok with her marrying so young.

There was a strong chance you would be dead by 30. Plus, as long as a girl has her monthly period then she can reproduce despite her age.
