No, actually the US has a very high crime rate for a "1st world" country. The prison population is the largest in the world (even bigger then China) and homicide rates are much higher then European countries.

Not everyone is perfect. It is still not a smart idea to disobey a cops order if they give you one. I did some stupid shit when I was a teenager that involved shop lifting, but when a cop pulled up next to me when I was walking home (I had just left the store) I did not run away or disobey any of his orders and things went better.
