I don't know what is wrong with your PC but I run this game on a 5650M at 1080P with Max detail (Extra to be specific) and I get full speed. You need to check your temperatures and if they are above 80F - 100F+. If so take it apart and try cleaning the fans and removing all dust from the unit.
Additionally you may also consider apply a new coat of thermal paste (preferably Arctic Silver 5) to the dyes.. Once you have repaired the issue you might also consider investing in a laptop cooler.
@esraretin Thats not true, You can get a fan to put under the laptop to keep it cool, or you can place some books to get the air flow running under the laptop to make it cool :)

I can run this game flawlessly on lowest settings(40-50FPS). The game still runs pretty well on Ultra textures, High terrain quality, High terrain decoration and medium for the rest of the settings. Im using the same graphics card btw and overclocked lol, it really does make a great difference.
Be sure to download the beta preview driver 11.10 for your HD 5650. It was meant to boost up some performance for BF3.
5650 is good for BF3...
Just have the 2807mb version lol..

Use only aniso 16x and that rez at everything high no shadows! It will runs smooth.
