@jwdfilms , its not supposed to. its a duplicate blind skull. if you didnt get the blind on sierra 117, it givs u the blind skull. its not another skull. if you finish the level with it, it gives u a spartan laser. think of it like this, its like just picking up a skull you already have.

this is real! i looked up 2 spartan laser glitch on the halo wiki and it said the only way to do the glitch is to find this skull, keep the skull until the end of the level, and on the next level you have a spartan laser. use this laser to get another laser. it didn't say anything about being a duplicate blind skull though.

Lol mate You have it completly wrong. Do It Yourself: Start Cortana From the begginign on Norma Difficulty and you will find the skull waiting. Also when they say laser on the last level they mean you start off with it in the last level.

No cause it is a BLIND skull. and the Blind skull is a silver skull. You don't get any achievements for the silver skulls

the skull is a duplicate blind skull that bungie took out. it has no name, but an effect: if you finish the level with the skull in hand(co-op would be easier), then player one will have a Spartan Laser. if you reach this skull before you get the blind skull, then you will unlock it because it is a duplicate. and finally, the skull is really there. all you people who say "oh, he took the Tilt skull up there. you're retarded". well guess what? YOU'RE RETARDED! I've gotten it, too. :)
