That's most definitly a maiko. You can differenciate maiko (apprentice geiko) and geiko (geisha in the Kyoto dialect) thanks to their make up, shoes, hair, kimono, obi... Well basically everything is different.

No, she's not a senior maiko. All maiko wear Darari obi, and senior maiko wear a WHITE collar, not red. Not to mention the dangly kanzashi is a dead give away to a 1st year Maiko or a Maiko just going into her 2nd year.
