I don't think japan has Dodge Caravans, there is one at 00:01 on the right.

Plus I know this is Toronto, I've been on the Gardiner. The 417 in Ottawa has the same kind of median wall too.

Look carefully; it's Toronto. Note the condo buildings by Concord Adex in the background at 0:10 and 0:14 seconds. Also traffic follow the North American standard, driving on the right side of the road; Japan drive on the left side of the road.
