Of "shoot, explore & finish story" games on pc, I liked the balance of free exploration & script advancement in GTA3:VC/SA, Mass Effect, Star Control 2 and System Shock most.

I'd mention Fallout 3 above had it been better written and voiced. I hope Skyrim isn't another case of Bathesda saving $ in those areas.
