Not completely, but I know one section is about various Tokyo landmarks (most of them now demolished either by a 1923 earthquake or by American bombers in WW2), and another is mocking the Japanese trend towards Westernization.
The song remains a popular with brass bands, and its tune has been adapted to other popular songs, including "Billy Boys" and "Come In, Come In". It was also sung by a carpetbagger in Gone with the Wind.
Silly question... what are they talking about in this version? It always strikes me as so odd to hear the Japanese sing an old American folk song like this, though I'm sure with a completely different set of words and theme.

@Thx1138d I know there were some Chinese soldiers in the Union Army, so it is not impossible there were a few Japanese, perhaps out of New York or in a Western unit from California. Be an interesting piece of Civil War research. Regardless, I love this performance. We should play this more in the USA.

@Thx1138d Nope, this version is based off a 1917 rewrite which changed the subject matter of the lyrics to talk about society and politics in Tokyo.
