There is a way to get to it. But you need GTA SA and GTA United mod. The observatory is small tho. You can also observe Liberty City as well.

it's impossible to come to the observatory because the observatory and the whole area around it isn't solid and theres an invisible wall too so if u reach it the ground won't be solid.

ive played all the phone missions. there are no flyable helicopters in the game and you cant get the observatory and there are no scientists running it

Cj works with joey before this game then he went to San andreas, then you see claude show up through Gta sa. then claude leaves, then CJ stays in San andreas. (Gta sa was obviously based before gta 3) so i dont think that 8 ball is carl johnston.

only flying thing in gta3 is a wingless dodo plain and u can fly it about 2 centimetres unless u just fly it straight off the end of the run-way but even then it only goes in a straight line to the other side of lib city..

only way to fly properly in gta3 is tank with flying cheat, turn the turret and go BOOM BOOM BOOM BOOM BOOM

I am using the flying cars cheat but the cars only fly for a short amount of time because there is nothing to propel the car so it just falls so the tank keeps shooting back and thrusting you in the air.
