Mostly true, but only for western cultures. In other cultures eye contact can be highly offensive or seen as a threat or challange

@MonkeyDaemon exactly my mother taught me to not look my elders in the eyes and now i live in London my teacher expects too look her in the eyes and when i don't i feel so bad because she thinks am being rude...damn!
