There's no such thing as jaat bhasha. This is proper Khari boli, i.e. the Haryanvi dialect of Hindi. It forms a dialect continuum with Punjabi, so it sounds like Punjabi a bit.

And such Hindi is not spoken in western UP, but in Haryana. The guy said he's from Saharanpur, which is in Haryana.
