Sounds more like an Uematsu composition to me. Specifically reminiscent of "Who Am I," and, oddly enough - the middle section of "Honeybee Manor," both of which were in Final Fantasy 7, Uematsu's next project. Additionally, the (original) midi instrumentation sounds closer to that heard in Final Fantasy 6 (Uematsu's previous project) than it does to Chrono Trigger. I'd assume it was composed by Uematsu after Mitsuda had his nervous breakdown and he was called in to complete the sound track.
Uematsu also composed "Sealed Door," the song that ultimately replaced this track in the game. The pre-release version of the game is dated November 17, 1994, just four months prior to the actual release of the game, so Uematsu easily could've composed both pieces. At any rate, cool song, and a competent remake.
