They forage in garbage/food sources but they LIVE in tunnels / nests.

Rodents are the biggest/hardest mammal problem. Insane breeding rates and clever at hiding, learning not to be baited etc.

New York City has a plague and its bascially unstoppable without a HUGE budget / labour intensive war to stop them, which wont happen (just keep numbers down). Where there's humans there's rats.
