NH state law requires the driver of any vehicle to produce their license and registration, if they don't, then that's an arrestable offense. Great Arrest by the officer, I love it!. when you arrest, you become responsible for the person and his property. The cops, with the drivers permission can sometimes decide to let a passenger drive away. When both the driver and passenger act like d-bags, what would you do? The problem with cops is that they are drawn from the human race folks. New Hampshire has no law making it illegal to drive with an animal on the driver's lap.

Since the officer said he stopped the driver because he had an animal in his lap, that means the officer stopped the driver without any suspicion that the driver was involved in criminal activity.

That makes it an unconstitutional traffic stop. United States v. Brignoni-Ponce

Drivers do not have to show license, etc., at unconstitutional traffic stops.

If the stop is bogus, anything else he finds in the car may be inadmissable, however, there is a reasonable conclusion, that since the guy is in a car, if not identified now, he may never be. You are disagreeing with the U.S. Supreme Court in cases such as Brignoni-Pierce and Hiibel. Police must have a reasonable and articulable suspicion you are involved in a crime, or be at a legal checkpoint, before they are allowed to stop you.

The cops need to back down from escalation, especially with violations that are trivial at best. In some jurisdictions they pull out of speed pursuits if deemed to dangerous and risky considering the original violation. Same here, the police should just get on the bullhorn and warn..and go on their merry way.
