This is my proposition: First, Gloria and the congress must overhaul the electoral system b4 the 2010 election. Make it computerized, I heard of India's automated election machines which are almost cheatproof and cheap, maybe the gov't can look into that. automation is very important to speed up the ballot couinting.

A Unicameral form may be a better alternative. As we have today, each of the representative will come from its respective region and will actually have its own constituency -- thus have accountability. This will strimline the Legislative processes. What do you think?

No, I dont agree with that. The legislative brach is an important component of the system. The government must have Check and Balance.
This is my proposition: First, Gloria and the congress must overhaul the electoral system b4 the 2010 election. Make it computerized, I heard of India's automated election machines which are almost cheatproof and cheap, maybe the gov't can look into that. automation is very important to speed up the ballot couinting.

2nd change the voting sytem to a tworound/run off system like the french voting system. The voting system is one of the biggest problem. Multiparty system with a fptp voting system? 2004 presidential election results: GMA=39.99%,FPJ=36.5%,Lacson=10.88%Roco=6.45%,villanueva=6.16%, add all the votes of the losers, its the majority 59.99%. No wonder GMA is unpopular from the start. It will be the problem of all presidents who will not get the majority vote thus, the voting system must be changed!

representatives are being elected by districts not regional. there are 17 regions including the armm. By making it by region, the senate will be a real representation of the whole country. Think about it, how many senators now are from the NCR? or luzon?

My proposal is for a Unicameral form consisting of representatives from the 17 regions. Each region will have a number of representatives based on a to-be-determined ratio of its respective population. Tenure of office will remain the same. Get rid of the party-list system.
Unicamerally streamlines processes, provide equal representation to each basic constituents. The provicial governors comprising a region will have direct influences to each representatives.

You can't generalize that an elected public official will act accdg to what his constituents want. There's always the moral hazard that they'll act according to their self interests (political survival). I can't remember that there's a consultative assembly for every district when an impeachment is put to vote. The Pres'l election 2004 has been very controversial & questionable. If politicians are capable of maneuvering election results in macro level, what more in the lower levels?

The fact that she admitted that its her voice that was on the tape is enough to say that she did it. How can we try & convict her when she herself is hindering the progress of such impeachment case? If she's innocent, why would she not let the impeachment progress? Why does she hire lawyers to file insubstantial impeachment cases just in order to immune her from other strong impeachment case? She's afraid to be put on trial. I don't think a criminal will allow herself to be caught & punished.

Protecting herself legally and politically is
again normal in a Democracy. It neither presumes guilt or innocence.
