To be = ser / estar

in this case is used "estar"

and is not "que es el pronostico del tiempo" is "cual es el pronostico del tiempo"

and "vientoso" is not a word in spanish ^^

2- es vientoso no existe, se dice: hace viento o hará viento(future)

3- es noventa/treinta grados---->estamos a noventa o treinta grados

you can say either " que tiempo grandioso " or " que grandioso tiempo " its exactly the same ( i'm from argentina haha)

Actually, adjectives come after the noun in Spanish-la casa roja, not la roja casa, so que tiempo grandioso would be correct, especially if you are writing. If you are speaking, either way is ok since we speak much more casually than we write and many times things are said one way in one area and another in another area...
