This was precisely one of the innovations included in Super Castlevania IV, the ability to move your whip in every direction (this was a way of displaying the versatility of the SNES controller). In fact, the designers of the game (the guys that would soon leave Konami to become TREASURE) made sure that this type of control could be used while remaining static (as shown in your video) or else in more dynamic stances (try making a video of that, too).
Really? TREASURE did Castlevania IV? I thought they just did Contra III while they were still with Konami. That's pretty cool if they did CV4, I remember when they were acclaimed repeatedly every time they made a game by Diehard Gamefan magazine.
In fact they did. But note that you will not find the actual names of the staff in the ending titles: they just used pseudonims. By the way, Axelay was another of the SNES launch titles by these guys.
IGNORANCE. You can clearly see in the first two demonstrations that the whip is misaligned and NOT EVEN IN SIMON'S HAND. Pay attention before going off on some tangent please. :/
Maybe you should be the one paying attention to the game. I bought the game when it was released in 1991, and I still play through the whole sequence of stages. it is NOT a glitch. Maybe if you use an emulator or the Wii Virtual Console you may find some glitches that were not present in the SNES build. Get the cartridge and remember that this was a control innovation introduced by Konami especially for this chapter in the series.
lol, you're not paying attention to what exactly the video is about. It's not about being able to move the whip in all directions, it's how when he's going down the stairs, his whip can still tangel while he model just sits there. I've played CV4 since it was first released on SNES, and this is the first time I've seen his character model freeze while his whip moves without Simon doing an animation showing that his whip is moving.

It's just sad a lot of guys dosn't see where's the glitch...
Moving the whip isn't what's being called a glitch here: the whip goes up but Simon doesn't lift his arm when it does
