Its from a hentai game called 'Sakura no Uta'. You can tell by the high quality of the picture, as it's way to hard and time consuming to animate something that looks this good.

@coolrex555, actually in japan the term anime is an abbreviation for the word animation and is a blanket term for animation in general regardless of country of origin. In english speaking countries Anime is defined as "a Japanese style of motion-picture animation" or as "a style of animation developed in Japan". My sources are "what is anime?" a book written by Lesley Aeschliman. As well as etymonline an online etymology dictionary.
