You need 61 crafting I think to make the helm itself. And no, you need the 400 slayer points to be able to make it.

I looked on runescape wiki and the stats on there showed that it had worse stats than dragon med helm exept for: 3 range/magic attack bonus, 10 magic def, and when used on slayer assignment. and i wondered if this was true and if it would be best to use this only on slayer assignments.

I'd recommend using it on slayer assignments only since the defensive stats are equal to a rune full helm outside of Slayer. Anywhere else, use a Neitiznot.

You can then store summoning scrolls in it. Most people do it for the looks really. (Turns white)
