To get a test account, you need to have a subscribed toontown account with parent password already typed in. Then go to the normal log in screen and below it will say: The only way to get a test account is here.

Click on it. It will take you a test account agreement page, and then login. It will install Testtown for you, and you're ready to play! Every time you want to play Testtown, click on the shortcut given. The bad side to it is that your characters are NOT transferred.

NO ONE knows when it's gonna come my guess would be march 2nd - march 10th but i mostly think march 2 witch is tomorrow would be the likley time it will come out. i heard that everyone was calling toontown, and they said that they will release boss bot head quarters at the end of february so i called and guess what they said that too like march begginning of march ( lol 35 characters left)
