I love this room. It's just like that bloody mirror room in Silent Hill 3 or the locked prison room in SH2. Cos, it's not even THAT scary, especially how they make the player feel sorry for these girls instead of afraid of, but it's the fucking claustrophobia that gets you. Even though I know that you can eventually get out, I still dread going in there. It's just tense as all hell.

I think it's in this building too. But near that room is a 2nd floor hallway with a door. If you can unlock that door there is a 2nd floor tiny room with a chest in it. You can't open the chest, and there is no boss to fight in the room. But if you look through your camera you will see this written in blood all over the wall:

There are two twins. One is real, one is fake. You can tell the difference very slightly but one has her eye showing. This is the hardest fight in the game because of the small space.

One secret: when the cutscene ends you can actually open the door and fight them outside for more space. But if you want to be scared shitless then fight them inside for bragging rights.
