The sires were probably created to help the Locust kill the lambent. The Locust had to have been around for hundreds to thousands of years based on the infrustructure and massive cave extension. Ruth may be the queen but she didn't become it til maybe a couple years before emergence day.
Act 3 in gow2 gives the answers.... locust queen was one of the lead researcher ppl(I think it was Ruth if im remember right) for the project's of making the original locust (The Sire's) along with Adam Fenix. after difficulties they moved the research to the mountain (The Nexus) where somthing went wrong and she became The Queen. being why she says the humans are fighting against their self. you find out about this if u actually pay attention during act 3, also the locust version of cog tag
He's Skorge. When they encounter the queen in the game, the queen says "Skorge has informed me of your plans to sink Jacinto." Adam Fenix was for the sinking of Jacinto. Plus Skorge doesn't die. Hence the Queen always has Skorge with her.
no thats wrong!!! ruth was a subject of experiment and turned into the locust queen.ADAM FENIX felt sorry for ruth and he quit the COG and started to become friends with her. she vowed revenge and took other the other messed up experiments(the locust) and adam fenix underground to get revenge on humans for using them for experiments.

Because they did these experiments underground, they decided to keep them underground from humans. Adam Fenix is part of the creation of locust and then became one of his own creations.
the queen speaks perfect english. After the game, you get a message from Adam Fenix saying "this is adam fenix...what have you done?!" At first, he sounds like a typical old man, but when he says done, it's more of a yell. To me it sounds like a locust yelling. I could be wrong, but I'm pretty sure that's how it will be. Plus, Skorge doesn't die in GOW 2. I think Adam felt bad, so he then became one himself.
