OKAY to clear this up Kami was the drummer for the band Malice Mizer, which Gackt was once a part of.Kami then died after Gackt was on tour and was informed of this 1 week later. This song was written for him.They were extremely close friends.

They were really close friends. Although it may seem like Kami liked Gackt more than that. Gackt really liked Kami though, as a wonderful friend. It crushed him when he found out that Kami was dead.

It's a different language, but in the translation in the game she said. "Everything is so quiet."

it's panzerese, a language developed specifically for the game series; it contains, afaik, parts of latin, german, japanese... maybe some other stuff. there used to be a fan project to form direct translation, but i don't know how far along it got.
