There are two separate issues here, with the same cause; Prohibition of recreational drugs in the USA AND the prohibition of fireams in Mexico.
The first creates the lucrative market which drives the whole train, and the second leaves drug thugs free to terrorize with impunity.
The elimination of EITHER prohibition would end the terror problem.
