The answer is because of Israel's reluctance to resettle Africans. In fact, even getting a visas to visit or study in Israel is difficult for Africans, unless they are part of an organized "pilgrimage."

@Titoscudd I think that most people who embrace Judaism do so not for opportunistic reasons - to get visas to Israel - because they know the realities: their chances of getting such visas are nil. They embrace Judaism because it speaks to them. You are right, though: there is evidence of Jewish congregations prior to colonization.

That's not 100% true. If we look at operation Solomon + Moses. The problem from my understanding is that these people unlike the Ethiopians (who have have demonstrated that they are ancestrally Jewish) are converts. As soon as they obtain an orthodox conversion, they wil be able to resettle in their home land.

I hope this will be soon! Also I hope that they will be better assimilated into Israel than the first generation Ethiopians. But the second generation is looking better.
