Currently because no-one owns them, or the oceans in which they swim it's just open slaughter with the Japs and Scandanavians being among the worst offenders. Allocating property rights so that individuals have a vested interest in looking after and nurturing whales, and killing them humanely, is the way to ensure the viability of these sea cattle.

I'm pro-whaling (in theory). I don't like how whales are currently slaughtered, however, if there was a good reason to kill whales that aren't extinct, why not?

Whales aren't any different from baby cows (veal), lamb, horse or dog (and i've eaten them all).

But what's the point? whales are at the top of the food chain, and like dolphins and tuna, are now quite toxic, due to a variety of pollutants such as mercury - rendering human (or even animal) consumption as just... dangerous.
