on a pk it has to touch another player cuz in one game we played our guy hit the post and he got the rebound put it back in and it didnt count cuz he touched it twice, and this was just a few months ago

Yeah, because the person who took the kick didn't touch it again, the teammate touched it the 2nd time, so yes it is allowed. Just doesn't happen... ever... lol

No, FIFA changed the rules in 1992. the only way you are allowed to touch it is for the ball to be returned by the goali or by striking the posts.
