It's interesting that this game has you failing at every attempt to stop what's happening. Everyone you try to save dies. Alma was a highly psychopathic child the doctor you meet and the gov't has been studying to make super-soldiers. They figure if they use clones as soldiers and an extremely psychopathic leader would be able to control them as a military unit. Fettel, the guy you're hunting in the first game, was Alma's first child, and psychpathic and psychotic. He is one part of the "test".

SPOILERS:

Retrack that Fettel is the younger son. Anyways, the doctor, Harlan Wade, artificially inseminated Alma with his own semen and she had 2 boys that were "special" in their own ways. Fettel was the psychopathic, able to lead the clone troops, and YOU, in the first game, who is able to slow time and has "amazing inhuman reflexes". At the end of this game, Harlan Wade, feeling guilty, unlocks Alma from her prison, and all hell breaks loose. You kill Fettel, but Alma is quite powerful.

YOU, or the guy you're controlling in the first game, are the second part of the "test" to see which would win. A single super-soldier with inhuman capabilities, or a powerful psychopath able to lead several clones at once, Fettel.

What they, the gov't, didn't expect was for Alma to escape, and be as powerful as she had become. Now she's going to wipe out everyone.

This game has a lot of fundamentals that the game "Silent Hill" also have. Silent hill had a little girl, about 7, creating paranomral activity. Same thing with this. Silent Hill also had sudden twists or extremely frightening moments. A lot of people say the Monolith actually did conceive this game when they heard about Silent Hill.
