Wow, any somewhat skilled hacker could easily just strip off the isolation of that cat5 and probe it with a spare cable, only tools needed would be a cable cutter and a stable hand. This way would be hard to detect if done right, causing minimal interference and no actual packet loss as opposed to replugging the cable into a hardware sniffer. If you would also wear an orange vest with the word "maintenance" on it nobody would question you sitting there with a laptop either.

im not completely sure but i think those cat5 cables are part of the large network of cameras in the area.. if you could some how get a small notebook or something and try to log into the system.. you could figure out how to write commands for the system and hack it to never work again ;D

That's what happened when I got my scamera speeding ticket. I took pictures and presented them in court claiming that Redflex was neglectful of their "unfailable" equipment and that it could have very easily been hacked into and faked. The judge said it didn't matter and still ordered my to pay the extortion cost. The courts and Redflex are in bed!

Not really. This is actually very common for them to do. It shows that they are a neglectful company. Also, it is ILLEGAL for them to be left open in Tempe. Read their contract with Tempe on page 25 it states that the panels can only be opened when a Tempe city representative is present.
