What was that dot following behind the fin/tail of the plane?

My understanding is that it has sensors in/on it. Possibly something to do with static dissiption too.

But also how much fuel did it have in the wings? Most big jet wings flex upwards a lot when they are only carrying a fraction of their full load.

Those wings were designed to really flex, reminded me of a composite glider wing.
